Colorado passed HB21-1286 which aims to increase energy efficiency and reduce greenhouse gas emissions by creating a benchmarking program for buildings.
The bill requires "owners of large commercial, multifamily, and public buildings 50,000 square feet or larger to annually report whole-building energy use data."
The program will use data from 2021 as the baseline data.
Before June 1 of each year, the owner of a covered building is required to submit a report that includes a full 12-months of whole-building energy usage (electric, natural gas, district steam, district hot and chilled water, solar, wind, etc.) for the previous year.
Each building type has a target for energy use intensity and greenhouse gas intensity for 2026 and 2030.
